It's a Jolly Roger take on the old Come and Take It defiance: Revolutionary-era muskets and a no-surrender banner, in the same spirit Texans showed at Gonzales in 1835 when they refused to hand over their cannon. A plain-spoken stand for the right of the people to keep and bear arms.
